Digital Construction and Industrial Transformation---2021 Annual Meeting of Institute of Construction Management of Architectural Society of China and Forum on Engineering Management Education held in Chongqing (Part 1)

 

In order to thoroughly implement the important discourse of President Xi on the development of higher education in China, and practice the spirit of the National Conference on Undergraduate Education in Colleges and Universities in the New Era, the 2021 Annual Meeting of Institute of Construction Management of Architectural Society of China and Forum on Engineering Management Education, co-hosted by the Institute of Construction Management of Architectural Society of China (ICM-ASC), the Teaching Steering Sub-committee of Engineering Management and Engineering Cost under the Ministry of Education and Chongqing University, and organized by the School of Management Science and Real Estate of Chongqing University, was held at Chongqing University on October 23, 2021.

The topic of this Forum was "digital construction and industrial transformation". Attendants of the Forum had discussion over topics including frontier of engineering management, high-quality development of the industry, and first-class discipline construction and innovation. The consistent purpose of this Forum, as it has remained unchanged over the years, is to provide a platform for teachers and research workers and professionals at home and abroad to exhibit and exchange the frontier research findings, to improve the level of engineering construction, management and education, and to build a bridge between "enterprises, universities and research institutions". The Forum was held in both physical and virtual ways, and had a main session and five parallel sessions. More than 300 experts, scholars and industry leaders from well-known domestic colleges and universities showed up at the event.

At 10:00 of October 23, the opening ceremony of the Forum was held in the Science Hall, Campus B, Chongqing University. CQU's Prof. Ren Hong presided at the opening ceremony. As the Forum fell right on the 40th Anniversary of the School of Management Science and Real Estate, Prof. Ren Hong extended his sincere greetings and thanks to those from all sectors of the society that had been caring for and helping with the development of the School. Mr. Gu Xinyong, supervisor of Architectural Society of China, Prof. Luo Hanbin from Huazhong University of Science and Technology, representative of the Institute of Construction Management of Architectural Society of China (ICM-ASC), the Teaching Steering Sub-committee of Engineering Management and Engineering Cost under the Ministry of Education and Organizing Committee the Forum, delivered a speech respectively, and extended warm welcome to researchers and professionals of the industry present at the event.

After the opening ceremony, the academic speech session was officially started.

Prof. Ding Shizhao, Honorary President of the Institute of Construction Management of Architectural Society of China, Chairman of the Consulting Committee, and Honorary Chairman of the Organizing Committee of the Forum, delivered a speech titled Promoting the Application of New Development Concept of Construction Management, in which he explained the project economy, project value delivery system and benefit realization management and brought up the idea that construction should create value in its life cycle. Song Chunhua, Honorary President of Architectural Society of China and former Minister of the Ministry of Construction, delivered a speech titled Realizing 'Carbon Neutrality and Emission Peak' Goals and Empowering Green Development of Cities. In his speech, Song restated the connotation of "Carbon Neutrality and Emission Peak", and stressed that in order to realize the "Carbon Neutrality and Emission Peak" goals of China, the building community should learn from successful cases and experiences of foreign countries, and build carbon-neutral cities and buildings by way of green design. Mr. Deng Wenzhong, a foreign academician of the Chinese Academy of Engineering, fellow of the National Academy of Engineering and chairman of TYLI, delivered a speech titled A Ramble in Smart Construction. In his speech, Deng discussed the differences between "wisdom" and "intelligence", "guidance" and "teaching", and offered a detailed answer to the question as to what the definition of smart construction is. What is wisdom? and how we build a smart city. Deng pointed out that building a smart city is using our principles of being human and doing things to teach machines to think and decide what to do under different circumstances. Mr. Ding Lieyun, an academician of Chinese Academy of Engineering, former President of Huazhong University of Science and Technology, and Chairman of the Teaching Steering Sub-committee of Engineering Management and Engineering Cost delivered a virtual speech titled Analysis of A Number of Key Technologies of Intelligent Construction. In his speech, Ding expounded in key technologies of intelligent construction including engineering software, engineering Internet of things, and engineering big data, and gave detailed explanation with identification of worker unsafety as an example.

On the afternoon of October 23, the main session continued in the Main Teaching Building, Campus A, Chongqing University. Mr. Wu Yong, President of China Association of Building Energy Efficiency, delivered a speech titled Strategy of Building Development and Implementation Paths Against the Background of 'Carbon Neutrality and Emission Peak'. During his speech, Wu brought forward the specific implementation paths of promoting the green and low-carbon transformation of urban and rural construction, the development of energy-saving and low-carbon buildings, building industrialization and the clean and low-carbon use of building energy. Prof. Fang Dongping, Vice Chairman of the Teaching Steering Sub-committee of Engineering Management and Engineering Cost, and Dean of the School of Civil Engineering of Tsinghua University, delivered a keynote speech titled Wisdom in Safety Management. In his speech, Fang focused on the research of "wisdom" in safety management, and analyzed the current situation and research trend. Fang pointed out that the current safety management was not wise, and that the technology containing data, information and knowledge should be combined with human culture, ethics and leadership, so as to realize the transition of safety management from smart to wisdom. Prof. Wang Xueqing from Tianjin University, Vice Chairman of the Teaching Steering Sub-committee of Engineering Management and Engineering Cost, delivered a speech titled Large-scale Intelligent Decision-making and Management of Public Opinions. In her speech, Prof. Wang explained the background, core objectives and general process of large-scale intelligent decision-making, and shared the relevant theoretical research and practical application of intelligent decision-making system, and her thoughts on the problems of public opinion management. Professor Liu Xiaojun, Vice Chairman of the Teaching Steering Sub-committee of Engineering Management and Engineering Cost and former president of Xi'an University of Architecture and Technology, delivered a speech titled Interpretation of the Evaluation and Certification Standard for Construction Management Discipline of the 2020 Version. Liu offered detailed interpretation of the evaluation and certification standard for construction management discipline of the 2020 version, and pointed out what mattered most in the evaluation and certification was the student development-centered and target-oriented IPO mode and constant quality improvement.

Prof. Yao Lingzhen, Vice President of Shanghai University of Finance and Economics and a member of the Teaching Steering Sub-committee of Engineering Management and Engineering Cost, delivered a speech titled Housing Selection Effect of Demand Side Regulation Policy. In her speech, Yao analyzed the housing problem from the two perspectives, rental and purchase ability and housing consumption preference, and pointed out that housing selection was very important to the housing market and urban spatial structure, and that demand side policy posed a a decisive impact on housing selection. Prof. Wang Guangbin, a member of the Teaching Steering Sub-committee of Engineering Management and Engineering Cost, and President of the Institute of Innovation and Development of Construction Industry, Tongji University, delivered a speech titled Prediction of Labor Demand Scenario in 2035 and Coping Strategy in China's Construction Industry. Prof. Wang analyzed the current labor demand of China's construction industry, predicted the labor demand in 2035, and brought forward countermeasures. Mr. Wu Zuomin, a member of the Teaching Steering Sub-committee of Engineering Management and Engineering Cost and former General Secretary of China Cost Engineering Association, delivered a speech titled Identifying the Three Main Lines of Project Cost Management. In his speech, Wu analyzed the existing problems with project cost management, and put forward the principles and methods of reconstructing project cost management. Wu pointed out that the key lied in identifying the three main lines of project cost management, and that the development of project cost management should be realistic, down-to-earth, and up-to-date, and should be able to increase the project value in an all-round manner and cultivate talents that meet the development requirements of the times. The last speaker of the main session was Prof. Liu Guiwen, Vice Chairman of the Teaching Steering Sub-committee of Engineering Management and Engineering Cost and dean of the School of Management Science and Real Estate of Chongqing University. The title of his keynote speech was Construction Management Oriented to Urban Renewal Action. Prof. Liu pointed out in his speech that urban renewal was the blue ocean of practice and research, and the theoretical system and practical system of urban renewal engineering management needed to be improved. Prof. Liu stressed that young researchers should focus on the current development problems, keep studying, investigating, and doing research, so as to solve practical problems with practical actions, and write their papers on the vast land of China.

The main session of the Forum was then brought to a successful end. On the morning of October 24, five parallel sessions of the Forum will be held at the same time in Chongqing Keyuan Hotel. Topics of the 5 sessions are respectively High-quality Development of Project Management, Intelligent Construction and Industrial Innovative Development, Carbon-neutral Development of Global Construction Industry, Urban Renewal and Innovative Development of Real Estate, and Project Cost and Industrial Reform. The Forum is open to teachers, researchers and professionals in the engineering management field from home and abroad.
